Quebec and the Notwithstanding clause

I wonder what the people of Quebec will think about Paul Martin's proposal to get rid of the Notwithstanding clause? Correct me if I'm wrong, but the Province of Quebec is the only Province to invoke the Notwithstanding clause to support their language laws.
That aside, I have a hard time believing that Martin will be able to get the support of the Premiers to effect this change.
This proposal comes across as exactly what it is - a crass political attempt to move people's attention away from the Liberals and their record.
Update: clarified to mean only the Federal capability to use the clause. Still same thing, trying to get peoples attention away from the Liberals themselves.
